This report was the team’s submission to the Haass Commission in the belief that their research enabled an authoritative insight into key aspects of truth recovery and dealing with the past in the context of contemporary Northern Ireland (NI). This submission drew on the insights gained by the authors through their work in an project 'Amnesties, Prosecution and the Public Interest in the Northern Ireland Transition'.
